Shocker does not support changing the shock intensity

Details

Some shockers do not support the ability to change the shock intensity. When this is the case, any attempt by a procedure to use the Set shocker intensity action will result in this warning being generated.

Note that the test will continue to run, but the shocker's intensity (current) will not have been changed.
